Building permits are public records, and there is no shortage of ways to find them. The problem Utah subcontractors face is not access to permits. It is that the permit gives you the project but not the person who decides which subs get invited to bid.
The contractor of record on a permit is often a holding company. The email in the county record is whatever was on the license when the company was formed, sometimes years ago. The phone number goes to the front desk. An estimator doing manual research spends 20 to 40 minutes per permit just finding a working email address before they can send a single intro.
At 10 qualifying permits per day, that is three to seven hours of contact research before any outreach has happened. Most subcontractors give up before that, which means they are competing only with the GCs who already know them, not the full market.

Where we are from
St. George, Utah
PermitMiner LLC is based in St. George, Utah, one of the fastest-growing construction markets in the state. Washington County, where St. George sits, is a useful place to build a permit-data product. The construction activity is high, the GC community is accessible, and we can test our data against what is actually happening on the ground.
We built PermitMiner to solve a specific problem we saw repeated in this market: subcontractors who are doing good work and are competitively priced, but who are losing bids not because they are outcompeted but because they found out about the job too late or emailed the wrong person.
Utah is our first and deepest market. We cover all 29 counties with the same quality we apply to Washington County, because a subcontractor in Salt Lake or Utah County has the same problem as one in St. George. The contact is wrong, the data is stale, and the bid window closes before they get there.
